At the South Pole, at the beginning of Winter, when it's sunlight all the time, the moon would be in the sky for the 2 weeks closest to New Moon, and then below the horizon for the next 2 weeks. In other words, one can never see a full moon on New Year's Eve from the South Pole.
Does that mean that one can see a full moon on New Year's Eve more than once every 29.53 years in L.A.? Probably, but I suspect that it is not significant
