Gamer gave me the idea to think in columns, not rows. I converted each column to binary, then to base ten, and got this:

1, 1, 2, 3, 5, 6, 8, 9, 11, 14, 15

I can't make anything of it. I do think that maybe, since he's asking for the next row, he actually means one on top. That means that these numbers are not the complete numbers in the sequence. For example. maybe 6 actually turns out to be 16 + 6=22.
