A cigarette is standing vertically on its butt. You cannot touch it with any object(solids, liquids or gases). That goes for the foundation also. How can you make it drop? Asking another person to do it does not count.

Lets assume a flame is plasma. Then you could also take out your trusty ZIPPO (tm probably) and light it. In terms of the ciggy falling over or dropping... You want to destabilise it, so light it on one side near the butt. Think that should work.
