What is the fewest number of pitches that a pitcher in a major league baseball game can throw and come away with a complete game?

(A real complete game, not shortened by rain or anything like that)

I thought a balk counts as a ball (on the count). So... 4 balks would be four balls, and the pitcher would walk the batter.

I'm no expert on this rule (or baseball in general), so I'll defer to someone else's expertise.
