What is the fewest number of pitches that a pitcher in a major league baseball game can throw and come away with a complete game?
(A real complete game, not shortened by rain or anything like that)

That logic won't work. A balk is only called when a runner is on base. So let's propose the pitcher hits the batter. Now he proceeds to balk 3 times. Even if a balk counted as a ball without a pitch(I don't believe this is true but I would have to check) the runner would move up three bases and score. So there would be no way to create a double play
from that.
It's a novel angle on this problem however.
