(A real complete game, not shortened by rain or anything like that)
The Visiting pitcher would need to pitch 3 pitches per the first 8 innings. He could skip the bottom of the nineth only if his team is losing. Therefore, he'd have to give up a home run somewhere using an additional 1 pitch. So, it'd be:
8*3+1=25
