The pitcher throws a COMPLETE game, so they pitch all 9 (kind of) innings. So the least number of pitches per inning would be 3 (each person was thrown one pitch and popped out). The other team doesn't score any points. This would lead to 9 innings of 3 pitches each so 27 pitches. But this is not the right answer because if the team plays on the bottom of the 9th, then they don't have to play the 9th inning if they are ahead).
Therefore the least amount of pitches would be 8 innings of 3 pitches each or 24 pitches. An amazing no hitter!
