What is the fewest number of pitches that a pitcher in a major league baseball game can throw and come away with a complete game?

A balk is where a pitcher begins to pitch but stops before releasing the ball. The penalty (as found on www.baseball-almanac.com) is: ...each runner shall advance one base without liability to be put out...
This implies that I was incorrect in believing that a balk would place a batter on base.
