The right answer to the riddle is Wind.
The wind has no voice, but it cries (makes sound). It has no wings but flutters. It has no teeth but the wind bites and it has no mouth but it mutters.

This riddle originates in "Riddle of the Dark" chapter of "The Hobbit" by J.R.R. Tolkien. Bilbo Baggins play a game of wits. Gollum will show Bilbo out of a tunnel if he wins but will devour him if Bilbo loses. This enigma is Riddle #2 that Gollum posed to Bilbo.
