a. What is the largest LBN not containing the digit 1?
b. How many LBNs contain the digit 4?
c. Same for digit 5.
d. What is the largest LBN?

The 1st 4 lines of Larry’s comment contain full answers re a,b,c, & d. Charlie provided an unsolicited info re total number of LBNs. More interesting facts can be found @ OEIS A115569.
