Hints:
all elements are 2 digit integers
no element appears more than once
the total number of elements is exactly 27

Take all proper fractions where the numerator and denominator are a single digit. Exclude fractions that are not between 0 and 1. Exclude fractions that can be further reduced (e.g. eliminate 6/8 since it can be reduced to 3/4). Put the fractions in order according to increasing value. Remove the "/" so the fraction appears as a 2 digit number.
