(1) Put 9-lb on one side of the scale, 5-lb on another. Ad flour to the lighter side until they balance out. You have 4 pounds of flower.
(2) Set the 4-lb pile aside and measure another one in the same fashion.
(3,4) Measure off two more 4-pound piles. You will now have 16 of the 20 pounds measured into 4-lb piles, leaving you with a remainder of 4-lb. (So you have five 4-lb piles)
(5-9) For each of the 4-lb piles, put all of it on one side, and then slowly move flour to the other side of the scale until you have balanced the two piles. At that point they will both be 2-lb. Pour into sacks and repeat for the remaining 4-lb piles.
