My first syllable wears my second; my third might be
What my first would acquire if he went out to sea.
Put together my one, two, three,
And the belle of New York is the girl for me.

Just Guessing (spoiler?) | Comment 1 of 3
I think the Belle of New York is LIBERTY (as in Statue of Liberty).

But I can't quite make this fit the other clues.

Is there a fellow named LEE who wears a BER and might go out to sea for TEA?  Cargo ships did go out to sea for TEA (from Ceylon), but who might LEE be in the 1930's and what might he wear?
