What is the fewest number of pitches that a pitcher in a major league baseball game can throw and come away with a complete game?

This sound oddly reasonable and simple. I agree with it, coz if u do the away pitcher strikes everyone out and in the bottom of the 9th pitches once and it was a home run, this ends the game 1-0, and that does equal 25.
