This sequence is not in OEIS (or should I say 0E15)

0, 0.5, 1, 3, 2, 3, 28.5, 6, 4.5, 5, 10, 11, 12, 7, 7, 8, ???

what rule generates this ZER0-based sequence, and what number is next?
