The sequence is given by:
15,29,12,26,12,26,9,23,7,21,4,18,2,16,30,13,27,10,
24,8,22,5,19,3,17,31.,......
The sequence goes on indefinitely.

EXPLANATION:
Taking 14-day offsets starting 15 January, in a leap year, we have:
15 Jan, 29 Jan, 12 Feb., 26 Feb., 12 Mar., 26 Mar., 9 April, 23 April, 7 May, 21 May, 4 June, 18 June, 2 July, 16 July, 30 July, 13 Aug., 27 Aug., 10 Sept., 24 Sept.,8 0ct., 22 0ct., 5 Nov., 19 Nov, 3 Dec., 17 Dec, 31 Dec.,.....
