A solution (my own special rule)

I decided to define x-y = f(x,y) = ax^2+bxy+cy^2+d where

a=9.383367078

b=-26.58773544

c=24.39450273

d=-122.0400025

(approximately)

This is consistent with the examples given

and f(23,11)=1066.798945
