Quite easy

161=81+80.

I. 81=9*9 80=6!/9. so 161=9*9+6!/9

II. 161=9*9+((sqrt9)!)!/9

If concatenation were allowed, symbol &, then

III. 161= (9/9) & (sqrt9)! & !(!(sqrt9))
