I thought about that, but some people truly don't know the solution at the time they are posting a problem. Besides, there's no way to check wether or not the "solution" they post is anything valid. (As opposed to say "asfdgsdfhdgj")

On the other hand, you may have a point since the mental aspect of it would increase the number of solutions that are submitted.
