In your step 7, if you pour out 1 cup
from 5-cup mug (which contains 5-cups of 20% strength), then you still
have 4 cups of 20% strength remaining in the 5-cup mug.
However, if you continue with the steps in Thalamus' solution (empty
and refill 3-cup mug, pour 1 cup from 3-cup mug to 5-cup mug, then pour
1 cup from 5-cup mug to 3-cup mug), you will achieve the result.
