In A few coins, we learned about Levikland, in which the currency is perplexii. The coin values are 1, 2, 5, 10, 20, 50, and 100 perplexii.

How many perplexii can you have and still not be able to make change for a 100 perplexii coin?

Though I understand the realistic purpose of "making change" as you described it, I still interpret it as "How many perplexi can you have such that no subset of your coins sums to 100."

Not only do I think that was the intention, but I think it is reasonable interpretation.  Otherwise there would be no limit, and the question is asking for the limit.
