The number 23, with some bits missing!
On the 2, the vertical bar on the lower left is missing. (Following the pattern, both vertical bars on the left would be missing, bu tht top one is not illuminated to produce the 2 so you don't notice it's missing.)

The three has the topmost segment missing. Following the pattern, the top segment and the upper left segment would be missing, but the 3 does not display the upper left segment.

The pattern is that two segments that are missing in each number and rotate either clockwise or counter clockwise with each step.

With the left number, the two segments start off in the upper left corner, and rotate one  segment  clockwise  with each new number. On the right number, the segments occupy the two left vertical segments and rotate counter-clockwise with each new number.
