It is always coming.
It never comes.
It is the basis of our hopes
and the structure of our dreams.
If it came, then,
procrastination would end.

My first thought was a goal or aspiration because "it is the basis of our hopes and the structure of our dreams."

But the fact that it "never comes," though "always coming," would suggest that it is tomorrow, as has been suggested.
