I had not seen your second posting when I replied to your original.  Since this seems to be in the class of alphamerics puzzles, I would think that the letters of the word "quarter" should be part of the solution (i.e. not just the value 1/4); I do note however that the word "quarter" is NOT written in all caps, as would be usual for problems of this genre. (As a onetime bridge addict, I played with A=2 and R=5, along with N=1 and D=3, to get 13/52 on the left and 0.25000 on the right -- but this didn't seem to help.
