When It's open, It's closed, but when It's closed, It's open.

What is It?

True, it could indeed be a drawbridge because when the drawbridge is open it is closed to traffic and when it is closed it is open to traffic, but think about this, when it is open it is also open to boat traffic and when it is closed it is closed to boat traffic.... can we think of a better answer?!?!
