R(x, y)  = x(x+y) + min (x, y)

 A table is furnished hereunder supporting the veracity of the abovementioned functional relationship:

       x: 1     3     4     5      6      8     9
       y: 1     8     7     2      0      3     4
R(x,y): 3   36   48   37   36    91  121

Accordingly,  do satisfy the bivariate functional relation in terms of the given pair values.

Now, we observe that:
R(2,99) = 2(2+99)+2 =  2*101 + 2 =204
R(4,46) = 4(4+46)+4 = 4*50 + 4 = 204
Accordingly,  R(2,99) = R(4,46) = 204
Consequently,  both the values are equal.
