Ricardo had the 50 point shot.

Clearly Riley did not hit the bulls-eye.  22 of his points are accounted for, adding 50 puts him at 72.  In fact, the only way to score 49 points in 4 throws is 25+20+3+1 (25+20+2+2 uses too many 2's)
20+2+25+20+3+1 = 71

Looking at Ricardo, if he didn't get the bulls-eye he must have gotten the 20 and 25.  He'd have 23 more points to get with 2 darts - not possible.  Instead he did get the bulls-eye and got altogether
3+50+10+5+3+1 = 71

Reuben got the remaining shots
25+20+10+10+5+1 = 71
