It seems to me that there isn't enough info here. We're only given the values of M, R, and N. R is given twice, I assume to show that the corresponding number is always the same. The blank seems to go right after the number, so I assume that the hint means that 15484 does not equal DP. The blank is leaving the only example of two letters together unknown.

I don't know where to start, though I'm not that great at cyptography puzzles.
