What is the smallest positive integer that cannot be defined in less than twenty-five syllables?

The current lowest seems to be 11,777,777 (eleven million, seven hundred and seventy seven thousand, seven hundred and seventy seven - 27 syllables, I think).
But could this number not also be defined as
5888888.5 x 2 (five million eight hundred and eighty eight thousand eight hundred and eighty eight point five times two - 23 syllables, I think)?
If it can be defined in less syllables, it doesn't count.
