What is the smallest positive integer that cannot be defined in less than twenty-five syllables?

"The smallest positive integer that cannot be defined in less than twenty-five syllables" purports to define the smallest positive integer that cannot be defined in less than twenty-five syllables, but how many syllables does that "definition" have? I only count 24. The object sought is evidently not well-defined. Perhaps we now know why Penny has given up hunting this particular snipe.
