When I describe something as the smallest such-and-such, I have not defined it at all. I have just assigned an attribute ("smallest"). If you asked me for a definition of the word "zag", and I replied "'zag' is defined as the first three letter English word beginning with 'z'", I don't think you would accept that as either a definition or a specification of the word "zag". All I did was lamely assign some attributes: "zag" has three letters, begins with a "z", and is the first such English word. But if you disagree with me, feel free to go to that Foundation and collect the $100,000 I mentioned in my previous post. See if they accept your "definition" of a ten million digit prime number.
