Actually, in desperation I thought of Lat and Long, but couldn't get
anywhere. I wouldn't really think that that would be used in a
cryptography question, however - I'm assuming a cryptogram that will
generate the actual names of the cities.
But, in case you want to go down that path, you can note that Europe's
lataudes and longitudes go from about 64d N, 21dW in Reykjavik to about
37dN, 23dE in Athens (thanks to
