Which is the strongest relationship? In many problems there is more than one relationship, but you are left to figure out which is the strongest.

For example, in yours, there are several answers that could be related to each number, which makes it weaker because many different answers could be related to the one number, and one number could be related to many answers.

If you can't figure out which is the strongest, try to figure which one the problem submitter intended, by clues or most importantly, the problem name.

You could say something like "The hundreds digit of the one on the left is less than the one on the right except for D", but that's a weak condition; it doesn't involve all the numbers, and so many other numbers could replace the left column or the right column.
