I'll admit that I didn't figure this one out, in fact, I'm still trying to....But, I had a friend take a look at it, and his solution is below. BTW, he's a chemical engineer, so I think we can trust his answer....

"if you call the first number "A" and the second number "B", you can get the third number with the following equation:

 
114 ( A / B ) - [ ( 35 B + 122 ) / 4 ]
 
Then the last row would be:
 
17, 12, 26"
