If hydrogen (H) is combustible and oxygen (O) is combustible, why does water (H₂O) water not explode?

The reason Oxygen and Hydrogen bind in the first place is because they are unstable, and form to make a more stable molecule. The higher the amount of electrons in the outer shell of an atom, the more stable it is.
