The title in particular was noted in the JM assessment of this submission. 

The title numerals had significance as to when this puzzle was released.

This post offers nothing in the way of a solution, .. but .. as I believe, the proposer, Larry, intended ...  "Let us use the title, in particular, to reflect, commemorate and rebuild around and upon the monstrosity of what the World witnessed on date held in the title."   Note: These are not Larry's words.

I am sure that he (as an American - and I am not) would love to see something other comments here of a commemorative type. 

I would open up a Forum thread, but .. understand my sentiments .. (though my lifestyle has been affected) I believe that an American should begin the process.
