I think VB is Visual Basic but no, I can't program, anyway here's how I got it,
Usually I find sequences tricky and someone else gets in there first but seeing as it was my pal Larry's prob I made some extra effort.
The main hint that gave it away is in the title. A proper fraction is one such that p/q<1. (as opposed to improper fractions such as 3/2 whose magnitude is greater than 1). Larry confirmed in his posts that a slash was involved and this reassured me that it was to do with fractions. Eventually I hit on simply putting a slash in the middle of each of the two digit numbers to create fractions. It was then a simple matter of devising a list in ascending order, of all such fractions.
