If hydrogen (H) is combustible and oxygen (O) is combustible, why does water (H2O) water not explode?

its water, not hydrogen and oxygen gas. it simply cant combust. it isnt unstable because both the hydrogen and oxygen are satisfied(somewhat, i personally think O gets the better part of the deal. thats why H2O is polar)
