What you are saying makes sense. HOWEVER, if that's the case, the question is not written correctly. A double consonant does not involve two different constants. It involves two constants repeating. I speak Spanish, and we have two double consonants.
If the question read "Can you think of a common word in the English language which starts with a two consonants?", then it would be correct. However, "th" is not a double consonant.
