and in fact, #10 IS A, which means #9 IS also A. not "could" be A as you claim. look at the wording (with emphasis added)
9. The NEXT question with the same answer as this one IS question
You can't skip past #10 because it IS the NEXT matching answer. If the author intended to have "could be" then #9 should be written, "What question has the same answer as this one?:" That would be ambigous enough that you could choose A, B, or D. Since 10, 11 and 13 are A, B, D, respectively.
