Chuck can barely defeat, by himself alone, Sylvester and Steven together.

Sylvester and Chuck are a perfect match for Arnold and Steven.

But if Chuck and Arnold exchange places, Sylvester and Arnold together can decisively beat Chuck and Steven.

Arnold > Chuck > Sylvester > Steven
 
Let strength be represented by units.
 
Arnold (Schwarzenegger) = 121 units of strength
Chuck (Norris) = 100 
Sylvester (Stallone) = 60
Steven (Segal) = 39
 
Chuck can barely defeat, by himself alone, Sylvester and Steven together. 
100 > 99 (= 60 + 39)
 
Sylvester and Chuck are a perfect match for Arnold and Steven.
60 + 100 = 121 + 39 = 160
 
Sylvester and Arnold together can decisively beat Chuck and Steven.
60 + 121 = 181 > 139 = 100 + 39
