If you look hard enough at the numbers you will find all sorts of odd relationships. Finding pairs that add up to 10 or whatever are not related. The relationship is much simpler than that.

"all the numbers have a 1 in them" this is where you were on the right track. (Though actually, 67 does not have a 1 in it.) Most of the numbers have this 1 where it's important. In fact (ignoring English letter/number frequencies and such), 3/4 of all messages encoded this way will have numbers that have one where it's important.

If you still don't understand, I will give a big hint about what to do next, but I assume it will be easilly answered after that.
