These are the numbers Mindrod found.

What I make out of that:  the place where the 1 stands in the number is of importance, he actually says that two times.  So I first thought that it might be a sort of binary code (he used that in the start of the puzzle already).  But then there's the 3/4 remark which I understand as that there are 1/4 messages whose numbers don't carry 1's.  This implies that it is not binary or whatever base.
The big question remains, why is the place important?
