The comma could suggest  a pairing of numerals.  As the numerals are odd in number, maybe the ? is the placeholder of the second of the last pair:
H E,   M D   K B    P G     D D   I W  S O   D  ?
.....
... and this forms 8 pairs. (Used 1 to 1 corres.  A = 1, etc)

Could this be the initials of some persons of prominence (eg succession of US Pres's ,  G B doesn't get a 'gurnsey' -[mention])
