This encryptions old description only
included the single phrase spaghetti code.

As others have noted, and from the hints provided...The message begins with the T(h) and proceeds to the next letter by using the numbers as "wormholes" until the first half of the message ends at the end of the sixth line at the double asterisk. The second half of the cypher is a little harder.  Again beginning at the beginning, but using the letters as the "wormholes", the numbers can be strung into the second half of the message, ending at the double asterisk of the first line. These numbers, when propery separated will spell out the second half of the message.
