I came to the same idea, OOO. 

The numbers are indeed frequencies.  They are the frequencies of some of the musical notes in Hz.

C4   C5   C4   C#6   G#4
C#5   F#4   F#4   F5   C4
D4   E4   G4   D5   A#5
F#5   A#5   E4   E4   G5
G5   G4   E4   F#5   D5
G#5   C#5   D#4   G5   G4
C4   G5   F#5   C4   A5
E4   D#4   C4   A#5   F5
E4   G5   D4   G4   B4
G#4   A#4   E4   C5   E4

The subscript indicates the octave (Middle C is C4).  As to the meaning of the "code", I am unsure.  It may be a song, or the notes themselves may be a code to be ciphered.
