What does this mean?

I have no inside information here, but I was thinking rather than 9 and 4, it was more:  8, 4, and 1.  Still makes 13 which doubles to 26 when you add in the asterisk.

The 2line symbols can point in any of 8 directions.
The 3line symbols can missing any of 4 sides.
The 4line symbols (full rectangle) occurs 1 way.
