That's not only the most recent date in this century that this could have occurred, but the only date, since our century is so young. It won't happen again until 2032, as the 28-year cycle of dates won't be broken until 2100.

The last time before 2004 that it would have been possible is 2004 - 28 = 1976, as Sunday, Feb. 29 occurs only once per 28-year cycle, and that cycle remained unbroken in 2000 (1900 being the previous break in the cycle).
