I'm looking for a 4 digit square number where its first two digits are a square as are the last two.

What is its square root?

Incidentally, I'm not interested in the square of zero.

The four-digit square number where both its first two and last two digit pairs are perfect squares is 1681.  The square root of this number is 41.

There are six other four-digit square numbers with the two digit square number pairs that are of no interest to brianjn, they are 1600, 2500, 3600, 4900, 6400 and 8100, with corresponding square roots of 40, 50, 60, 70, 80 and 90.
