What is the smallest part of 1,000?

Are we sure that the comma in "1,000" is to be read as separating thousands from units, or is this from one of those places where the comma and decimal are interchanged, so the number is what "we" normally would call "1.000" , in which case the number is simply "1" which has no "parts" -- I'll admit this doesn't make much more sense than the other suggestions (there seem to be four votes all for a failing grade, unless BS comes up with a real double entendre to end this).
